build: simplify CMake and python helper script

+ Check early for Qt6 and remove module list duplication.
+ Add qrencode-win32 as a submodule. Remove unused libqrencode
submodule(GNU/Linux and macOS use package dependencies).
+ Remove unused ReleaseCompile option.
