Bug 577263: Eliminate unnecessary command line pattern attributes

We eliminate unnecessary command line pattern attributes that were
overriding the default pattern provided by
org.eclipse.cdt.managedbuilder.internal.core.Tool which now includes
${EXTRA_FLAGS}.
