Bug 480392 - add inter-platform references and integration tests.
Now have an integration test that builds an empty project for all boards we can enter into it. This change fixes a bunch of the bugs that were found making it. Change-Id: Id62919abd419ac4fef986d620c32ac328eb2cf40
