Moved handling of "-help" to a new plugin using the same approach as
was used for the JavaCodeFormatter in bug 543363. This mainly allows
to get the help text even if the workspace is missing.

This language settings provider lets you specify the path to the
compile_commands.json and reuses existing build output parsers to figure out all
the language entries for each file to be used while indexing. With this, there
is no need to do a full build and in fact no need to have a working build
configured in CDT for indexing to work and be fully configured. This is
especially useful for non-CMake build systems that have no existing integration
in CDT but indexing would still works with little effort. The build output
parser (GCC, MSVC, etc) is selectable as part of the configuration of the CDB
provider. There is also an option to exclude any file that is not present in
the CDB. This option is useful for large projects in order to speed up indexing
but also to increase index accuracy (conflicting symbol names, etc).

Two of the fixes, 43614 and 43756, involved changing property files only,
which validates the extra work of externalizing strings from the start!
For 43616, I simply took the advice of the bug reporter and added the '-'
in front of the RM macro in the clean target and the include directives in
the makefile.
The largest part of the fix involves 43220. Until just now, this was a
critical bug in bugzilla, so I addressed it. It has just been downgraded
to an enhancement request. There is now a new entry widget in the linker
options for user objects. The makefile will simply add these to the final
build target's command. Most of the work was done in the plugin file and
the build model to handle the new "type" of option.
