Jeff Johnston aedf6d8fa9 Expose org.eclipse.cdt.docker.launch directory as public 
- move ContainerCommandLauncher to org.eclipse.cdt.docker
- update DockerLaunchUIPlugin to be noextend
- update users of ContainerCommandLauncher appropriately
